"Fin" Carroll served for many years as a police officer rising to the position of Chief of the City of London Police Force . He was a great supporter in the early days of the Police Boys Band, directed by Martin Boundy. Finlay Carroll maintained an interest in Band Music all of his life.

He was President of the Kiwanis Club of London in 1966.
